The client needed to comply with the US EPA consent decree regarding sour gas flares. The project included extensive modifications to the Flare Vapor Recovery, Sour Water Stripper, Amine Units and interconnecting infrastructure, totaling in excess of $150MM TIC. The size and complexity of the project combined with the compliance deadline and tight turnaround necessitated an innovative execution approach.
To meet the project schedule, Anvil’s solution was to divide the overall scope into several sub-projects which were then executed in parallel. Anvil provided full engineering, design, procurement, and field construction support services within the clients’ phased project execution process, including:
• Developing TIC Estimates for each unit.
• Completing engineering and detailed design
• Procuring materials and equipment
• Working with clients and their Construction Contractor on construction planning
• Supporting construction on field
Our team added a new flare for more flexible turnaround scheduling and reconfigured compressors and multiple units to use refinery gas through interconnections with existing refinery units.
Our team produced a constructible design by working with construction contractors early in the design phase, so that the client could successfully install and complete in a turnaround and startup window of just 18 days.
New units included:
• Flare Vapor Recovery System
• Sour Water Stripper
• Amine Unit
• Engineering Hours: 288,000
• CPI Score: 1.07 overall
• 22 major scope changes integrated into the execution of the project.
• Client benchmarked the project to be in the top 25% of all of their capital projects worldwide
